Former Mayor Allene C. Burton has been cited for allegedly shoplifting a $3.99 necklace, her second such run-in with the law, Covington police said.
On Friday an employee of the Cato department store allegedly saw Burton put the necklace in her right hip waistband, police said. The employee followed Burton to the check-out line where the former mayor paid for several items but not the necklace, police said. . . .
