White House May Be Relieved If No Justice Quits This Year

Jimmy Carter was the last president to pass his first four-year term in the White House without the opportunity to choose a Supreme Court justice. President Bush could be the next.

Although picking a justice is a plum assignment for a president, a retirement and confirmation battle so close to his re-election campaign is likely to provoke a political imbroglio that Bush might prefer to avoid.
